

Paul Dugan, P.E., President, is a graduate telecommunications consulting
engineer (BSE/ME/MBA
Widener University 1984/1988/1991), whose qualifications are a matter
of record to the Federal
Communications Commission (FCC). Mr. Dugan is a Registered Professional
Engineer in the Jurisdictions of Pennsylvania, New Jersey, Delaware, Maryland,
Virginia, Connecticut, New York, District of Columbia, and Puerto Rico
with 26 years of engineering experience in the telecommunications field. Mr.
Dugan is an active member of the
Association of Federal Communications Consulting Engineers (AFCCE)
serving on the Board of Directors for the 2006-2011 term, the National
Council of Examiners for Engineering (NCEES), the
Radio Club of America, the National
Society of Professional Engineers (NSPE), the Pennsylvania
Society of Professional Engineers (PSPE) currently serving as State
Director and Past President of the Board of Directors of the Valley
Forge Chapter and the South East Region Vice-Chair for the “Professional
Engineers in Private Practice” Executive Committee. Mr. Dugan also actively
participates in Chester County ARES/RACES
(CCAR) which prepares and provides backup emergency communications
for the Chester County
Department of Emergency Services (CCDES). Mr. Dugan specializes in
radio frequency system design and performance engineering, RF safety electromagnetic
energy FCC compliance, and frequently testifies as an expert witness.

Fischer, P.E., Wireless Telecommunications Consulting Engineer, graduated
Magna Cum Laude with a Bachelor of Science in Electrical Engineering from
Widener University
(2003). Mr. Fischer is a Registered Professional Engineer in the Jurisdictions
of Pennsylvania and New Jersey with 7 years of engineering experience
in the wireless telecommunications field. Mr. Fischer is also an active
member of the Pennsylvania
Society of Professional Engineers (PSPE) and serves as Treasurer on
the Board of Directors of the Valley Forge Chapter. Mr. Fischer is currently performing
a variety of radiofrequency system design/performance functions, collocation
interference analyses, RF safety FCC compliance services, and frequently

Anthony
Handley, Wireless Consultant, graduated with a Bachelor of Science in
Electrical Engineering from
Widener University (2003) and has earned E.I.T. status by the State
Registration Board for Professional Engineers in the Commonwealth of Pennsylvania.
Mr. Handley has 7 years of engineering experience in the wireless telecommunications
field. Mr. Handley is also an active member of the
Pennsylvania Society of Professional Engineers (PSPE) and serves on
the Board of Directors of the Valley Forge Chapter. Mr. Handley is currently performing
a variety of radiofrequency system design/performance functions, collocation
